摘要： 本文基于国际残疾人融合康复的理念，在深圳特区探索残疾人康复工作架构与方法。深圳构建了融合康复体系，该体系秉承现代残疾人康复理念，以残疾人康复、教育、就业、辅助器具、托养、权益保障、无障碍环境、文化等服务为主要内容，为残疾人提供综合性服务，实现残疾人包容性发展目标。

关键词: 融合康复, 残疾人, 包容性发展

Abstract: Based on international framework of rehabilitation, this paper summarized the theories and practice of rehabilitation in Shenzhen. An inclusive rehabilitation model had been established in Shenzhen in light of international concepts of rehabilitation, in which the functions of medical rehabilitation, education, employment, assistive technology, care, right protection, accessible environment and culture had been integrated. The comprehensive services had been provided through this model and the target of inclusive development had been realized.
