摘要： 本研究讨论国际残疾康复政策架构与方法，并就如何运用这些文件和工具促进社区康复发展进行阐述，强调能力建设的重要性和方法的科学性。

Abstract: This paper discussed the framework of global policies of disability and approaches, explored the implementation of ICF and CBR Guideline, and emphasized the importance of capacity building using ICF and CBR Guideline.
