摘要： 本文探讨了国际社会康复的核心理念,分析了《联合国残疾人机会均等标准规则》、《联合国残疾人权利公约》和世界卫生组织关于《残疾,包括预防、管理和康复》的决议中有关康复的内容,对世界卫生组织2006～2011年残疾与康复行动计划做了分析和探讨,并就发展中国康复事业提了几点启示和建议。

Abstract: This study introduces the core ideas of rehabilitation from United Nations Standard Rules on the Equalization of Opportunities for Persons with Disabilities, United Nations Convention of the Rights of Persons with Disabilities and WHO resolution on Disability, including prevention, management and rehabilitation, discusses the main contents of WHO action plan from 2006～2011 of disability and rehabilitation, and provides some recommendations for the development of rehabilitation in China.
